Financial Aid Programme for researchers co-funded by the European Commission
The bizkaia:talent Financial Aid Programme has been highly appraised by the European Commission (EC), which decided to become a co-financing organisation. The purpose of our programme is to foster and facilitate the hiring, promotion (learning/training) and integration of researchers in the Historical Territory of Bizkaia.

Our financial aid is aimed at supporting experienced researchers in their integration, enabling them to carry out research projects in Bizkaia. Also, we facilitate the engagement of external collaborators to start up innovative projects in our Historical Territory, so that experienced researchers can work in cooperation and carry out innovative research projects with different organisations.
In addition, our financial aid is targeted at qualified professionals who are interested in getting training abroad for professional development in Bizkaia, offering them the chance to develop research projects and thus make progress in their career.
Our Financial Aid Programme focuses as well on providing support to organisations that need to develop research or innovation projects (in the fields of technology, science, management, culture, etc.).
Aid Programme in figures
At bizkaia:talent we have channelled almost €7 million into our Financial Aid Programme to give support to 145 talented people in 60 organizations of Bizkaia, mainly in the fields of automotive sector, Bioscience, aeronautic, creativity e innovation, energy, telecommunications, capital equipments.
FINANCIAL AID PROGRAMME FOR RESEARCHERS 2015 (The last year edition)
Purpose: aims to support, link, train and enhance the professional career of experienced researchers in Bizkaia.
Object: This programme aims to set and determine the aid awarding criteria for:
- Support the integration in Bizkaia of experienced researchers allowing them to develop a research project in a research organisation based in Bizkaia.
- Support to the linking of external collaborators who initiates innovative projects in Bizkaia, allowing very experienced researchers to build collaborations and develop innovative research projects with Biscayan organisations.
- Support the training of qualified people abroad, offering researchers willing to develop a career in Bizkaia the opportunity to develop a research project and to enhance their career.
Amount of funding: 900.000 euros.
Deadline: Bizkaia Talent extends the deadline for presenting requests till 13th May 2015 at 10:00 AM.
Strategic interest areas:
The aim is to enable the participation of any entity, under any of the research and innovation needs (technological, scientific, managerial, cultural, etc.).
Modes of financial aid
Financial Aid Programme for researchers:
Mode 1 – Support the integration in Bizkaia of experienced researchers
Object: To establish a long term collaboration between an organisation based in Bizkaia and the researcher.
Requirements / obligations of the skilled personnel:
- A PhD or at least four years of full-time equivalent research experience
- Not worked in the Country of the host organisation for more than 12 months in the last 3 years at the moment of the call deadline
Requirements/obligations of the beneficiary organisation:
- Firms, Universities, Associations and Foundations domiciled for tax purposes in Bizkaia or organisations with a working centre in the Historic Territory of Bizkaia.
Mode 2 – Support to the linking of external collaborators who initiates innovative projects in Bizkaia
Object: To create short-medium term collaborations to allow very experienced researchers to build collaborations and develop innovative research projects with Biscayan organization.
Requirements/obligations of the skilled personnel:
- At least ten years of full-time equivalent research experience
- Not worked in the Country of the host organisation for more than 12 months in the last 3 years at the moment of the call deadline
Requirements/obligations of the beneficiary organisation:
- Firms, Universities, Associations and Foundations domiciled for tax purposes in Bizkaia or organisations with a working centre in the Historic Territory of Bizkaia.
Mode 3 – Support for the training of qualified people abroad, with a return phase to Bizkaia
Commitment to returning to Bizkaia once the period of training in international and prestigious organisation ends, to join the organisation located in the Historic Territory.
Object: To offer researchers willing to develop a career in Bizkaia the opportunity to develop a research project and to enhance their skills in international and prestigious organisations.
Requirements/obligations of the skilled personnel:
- A PhD or at least four years of full-time equivalent research experience
- Not worked in the Country of the outgoing host organisation for more than 12 months in the last 3 years at the moment of the call deadline
- Want to develop in an innovative research project in Bizkaia and need to do top-level specialized training at an international centre.
- Commitment to returning to Bizkaia once the period of training in international and prestigious organisation ends, to join the organisation located in the Historic Territory.
Requirements/obligations of the beneficiary organisation:
- Firms, Universities, Associations and Foundations domiciled for tax purposes in Bizkaia or organisations working centre in the Historic Territory of Bizkaia.
Selection and evaluation process
Award procedure system: Merit Competition.
Selection and evaluation
The phases of the evaluation process are:
- Eligibility Criteria check Phase: An initial screening of applications that satisfy the eligibility requirement, before the evaluation process starts. This phase is carried out by the staff of bizkaia:talent.
- Evaluation phase: It consists in an analysis (against transparent selection/evaluation criteria) of the applicant by the evaluators. If necessary, evaluators will have the chance to verify the elements of the application and to evaluate the main motivations together with the beneficiary organisation.
- Validation phase: The final ranking of the applications will be presented to the Board of Directors, which will formally agree on the list of awardees.
Award procedure
The aid will be awarded:
• To those applications which have obtained a higher score, in accordance with the criteria set out in this document, the total limit of the aid to be granted being the amount set out in the amount of aid section.
Awarding of the aid will always be done once a Collaboration Agreement has been signed between the beneficiary organisation, the researcher and bizkaia:talent.
Payment of the aid granted
Mode 1: Support the integration in Bizkaia of experienced researchers
The grant will correspond up to 100% of the living allowance of the researcher during up to the first three years of employment
Duration of the hiring: 3 years
Mode 2: Support to the linking of external collaborators who initiates innovative projects in Bizkaia
bizkaia:talent contribution covers up to 61.000€/year of the researcher’s living allowance.
Duration of the supported linking: for a maximum of 2 years.
Mode 3: Support for the training of qualified people abroad, with a return phase to Bizkaia
The grant received will cover, partially or completely the mobility, travel and living allowance of the researcher up to 61.000€/year
Duration of the supported training: between 3 months and 3 years.
